Insulating your floor joists (i.e. the basement ceiling) will help to keep cold air out of your home, but it won't protect your basement from cold.
Why is this important? Your basement is home to your furnace, water heater, heating ducts, and hot water pipes.
These utilities will have to work harder to do their job if they're cold.
There are still some contractors in the industry who recommend ventilating the basement as the best way to keep it dry and healthy. However, this has proven itself to be an ineffective, outdated method of basement repair many times over.
The logic behind this method was that keeping air circulating throughout the space would "flush out" any moisture and keep the space clean and dry.

Here's how it works: If you've ever seen a window-unit air conditioner, then you've seen that it drips constantly. This is because one of the jobs of an air conditioner is to dehumidify the air.
However, an air conditioner is not very efficient at this process -- it costs much more energy for it to dehumidify air than a proper dehumidifier. To maximize your home's energy efficiency, it's best to install an appropriate energy efficient dehumidifier in your home -- preferably one that's Energy Star Rated to ensure quality performance.

We recommend using insulation materials that are waterproof and will not support mold growth. In other words, we recommend insulating your basement walls with either rigid foam insulation or closed-cell spray foam -- and not with fiberglass.

Another way to upgrade your basement walls' energy efficiency is to install a radiant heat barrier. This is a reflective surface that causes heat to "bounce" off of it and back into your home.

For a dry basement, be sure to choose a basement dehumidifier and not a home dehumidifier.
Dehumidifiers run by cooling the air and draining away condensation. Home dehumidifiers are rated to do this at room temperature, whereas basement models are rated for the much cooler basement environment. Basement dehumidifiers must therefore be much more powerful.
